Deputy Director General, Department of Management of Economic Zones, Ministry of Planning and Investment
Ms. Hieu Vuong is Deputy Director of Department of Management of Economic Zones, Vietnam Ministry of Planning and Investment. She is now performing state management of Industrial Zones (IZs) and Economic Zones (EZs) including planning, establishment, operation process in selected provinces of Vietnam. Ms. Hieu is responsible for international cooperation in IP/EZ development with counterparts in neighboring countries, international organizations and donors; proposes and conducts MPI investment promotion campaigns into IPs and EZs.
She has done PhD in Ritsumeikan Asia Pacific University (APU), Japan and obtained a Master Degree in Korea Development Institute (KDI) School of Public Policy and Management, Korea
Daryl Neo

Formerly an SGX regulator, Daryl co-founded Handshakes in 2011.
Nikkei took a minority stake in Handshakes in 2019, and appointed Daryl's team to build and lead their next-generation, AI-driven news and company monitoring solution, ScoutAsia.
Apart from driving scoutAsia’s and Handshakes’ business success, Daryl is also actively involved on board and committees of the Esplanade Singapore, National Youth Council, Singapore Chinese Chamber of Commerce & Industry, and Singapore-Zhejiang Economic Trade Council.
Dong Le, CFA
Managing Director, Head of Market Research & Consulting Services, FiinGroup
Dong has over 20 years of hands-on experience in market research, commercial due diligence, market entry advisory services including greenfield investments and M&A, and investment management. He has led various advisory projects to support large foreign and local corporate clients as well as financial institutions to successfully penetrate and/or expand business in the Vietnam market.
Before joining FiinGroup, Dong worked as a Senior Investment Manager for BIDV – Vietnam Partners Investment Management (BVIM) with AUM of US$100 million and an Audit Manager for Deloitte Vietnam.
Dong holds a Master of International Accounting degree from Swinburne University of Technology (Australia) and is a CFA Charterholder.
